China’s Export Policies and Their Consequences for the Automotive Sector

In a significant shift in trade policy, China has implemented new export controls on rare earth minerals crucial for various industries, notably the automotive sector. This decision, which expands restrictions to seven critical rare earth elements and essential magnets, poses a serious threat to manufacturing and innovation in electric vehicles (EVs) and military technology.

Jan Giese, a metals trader from Frankfurt-based Tradium, expressed concern that many companies are unprepared for a prolonged supply constraint. “If we don’t see magnet deliveries to the EU or Japan in that time… then I think we will see genuine problems in the automotive supply chain,” he stated.

The exports specifically target “heavy” and “medium” rare earth elements like dysprosium, terbium, and samarium, which are indispensable for the production of high-performance magnets. These magnets are utilized in several applications, including the motors in electric vehicles, military aircraft, and drones. A senior automotive executive described the situation as “consequential,” rating the export controls a “7 or 8” on a scale of severity, clearly indicating the potential disruptions.

China’s Strategic Advantage in Rare Earths

Although rare earth materials are abundant in the earth’s crust, their extraction is challenging and costly, with China maintaining a dominant position in this market, particularly for heavy rare earth processing. Interestingly, the current restrictions do not include “light” rare earths such as neodymium and praseodymium, leaving the door open for further control measures should tensions escalate.

Global Response and Alternative Supply Chains

Countries including Japan are looking to alternatives in order to reduce reliance on Chinese supplies. Australia’s Lynas Corporation, which is expanding its processing facilities in Malaysia to produce essential elements, is among the hopefuls to diversify the supply chain. A Japanese government official stated, “Heavy rare earth stockpile elements do not suffice to avoid potential turbulence of automotive supply chains,” underscoring the urgency of establishing new suppliers.

Future Uncertainty and Supply Chain Management

As of now, it remains unclear how China will implement these new restrictions. Analysts suggest that declines in domestic feedstock—exacerbated by regional conflicts—may lead the Chinese government to prioritize its reserves. Giese mentions, “The crucial question is how long they will take to process the export licenses,” indicating potential delays in securing essential materials.
